MOCAP: Missouri Course Access and Virtual Program

The Missouri Course Access and Virtual School Program (MOCAP) has developed a catalog of virtual online courses for students. Beginning with the 2019-2020 school year, students will be able to take an entire course from any Internet-connected computer, available 24 hours a day, seven days a week. MOCAP's mission is to offer Missouri students equal access to a wide range of high quality courses, flexibility in scheduling, and interactive online learning. The Missouri Department of Elementary and Secondary Education (DESE) and the State Board of Education oversee administration and quality assurance activities such as related content and delivery of courses. Local Education Agencies (LEAs) that provide virtual education outside of MoCAP are responsible for ensuring alignment and other statutory requirements are met.
To apply for MOCAP through FOSD, please follow the procedures below:
- Read the Missouri Course Access and Virtual School Program (MoCAP) student/parent handbook at https://docs.google.com/document/d/1hWX77VeImUQzYwLXvSWl8ujW6laaqJ47nSbra5jVVps/edit?usp=sharing
- Fill out the Fort Osage School District MOCAP Agreement and the Online Handbook Agreement included in the link above
- Schedule a time with the student’s assigned counselor/administrator.
- If a student is approved, the counselor will provide next steps for enrollment.
- If a student is not approved for MOCAP, the student has a right to appeal. See below for that process.
Student Appeal Process:
If the district decides it is in the best educational interest of the student not to take MOCAP courses, the district shall inform the student and the student’s family of their right to appeal to the school board. The following process will then occur:
- Family presents their reasons for their child or children to enroll in MOCAP in an official school board meeting.
- Both the family and school administration shall also provide their reasons in writing to local board and the documents shall be entered into the official board minutes.
- Local board shall issue their decision in writing within 30 calendar days.
- Then an appeal may be made to DESE.
- DESE shall provide a final enrollment decision within 7 calendar days.
- Parents/guardians must first work with the LEA before submitting the appeal to DESE.
- Parents/guardians may only submit the documentation provided by the local school board to the MOCAP Appeal website.
- The LEA will receive notification of the appeal and a copy of the submitted documentation.
- Only MOCAP courses offered during the regular school year are eligible for appeal.
- The appeal process does not apply to summer school or virtual courses that are not MOCAP approved.

Kindergarten Enrollment
Getting Started
Welcome to the Fort Osage School District! We are excited to have your child as a kindergartener for the 2023-2024 school year. Our goal is to provide the best educational services possible so that your child can reach their full potential.
In order to help enrollment go smoothly, we are providing you with this packet in advance of the kindergarten enrollment day.
Kindergarten Parent Enrollment Meeting

Online Enrollment - Parents will need to complete the district's online enrollment process found www.fortosage.net prior to April 15, 2023. Kindergarten enrollment opens March 15, 2023. Instructions for completing online enrollment can be found on the menu to the left.

Kindergarten Kick-Off - Each elementary will host a Kindergarten Kick-Off on April 10th, at 6:00 p.m. During this time, parents can complete the enrollment process and receive additional information specific to incoming kindergarteners.
Information to Bring to the Kindergarten Enrollment Meeting

Proof of Age - A state certified birth certificate is preferred for proof of age of child and identification of parent(s). Missouri requires that children be five (5) years of age before August 1 to attend kindergarten. An application to obtain a duplicate Jackson County birth certificate is included in this packet.

Immunization Record - The district must have a record issued by the child's physician (i.e., a computer printout from the physician's office or the parent's record initiated by the physician at the time of immunizations). See the attached list of immunizations required by the state for kindergarten enrollment.

Proof of Residency - Two (2) documents are required. Copies of current utility bills are acceptable. If you are in the process of buying or renting a home, escrow instructions or a lease agreement will suffice until utility bills are available.

Custody or Guardianship Documents - If applicable for your child, please bring court documents related to their guardianship or custody situation.
Kindergarten Screening (Parents and Students)

Kindergarten Screening - Kindergarten screening is scheduled for August 4, from 8:00 a.m. to 12:00 p.m. and August 8 from 4:00-7:00 p.m. at all five elementary schools. Parents will schedule this screening during the Kindergarten Kickoff event on April 10. During the screening, children will meet with kindergarten teachers and school staff to complete brief school-readiness activities.

Fort Discovery Childcare
Fort Osage School District offers Before and After School Childcare for Kindergarten through 4th grade students at Blue Hills, Buckner, Cler-Mont, Elm Grove & Indian Trails Elementary Schools during the school year. Before and After school care is also available for students in 5th and 6th grades at their home elementary school.
Fort Discovery also operates at each elementary school before and after Summer Academy. Rising Kindergarten students may attend Fort Discovery during Summer Academy the year that they will enter Kindergarten. The focus of the program is to compliment the children’s classroom experience with non-academic activities and to stimulate their development in the areas of social and emotional, cognitive, gross and fine motor skills. Each day we provide a balance of structured and unstructured projects that are a mix of teacher directed and child initiated activities, as well as group/individual projects and experiences.
The child care center providers are caring, enthusiastic and well trained. The centers provide service before school from 6:00 a.m. until the start of the school day and then from after school dismissal time until 6:00 p.m. The Fort Discovery centers are supported in full by parent fees,
which include weekly rates and an enrollment fee per child. Center size is limited and registration will be taken on a first-come, first-served basis.
